Consolidated Questions 1 E.4 Type of Contract states the Government is seeking to award an IDIQ contract with FFP task orders resulting. Given the Government is seeking to award an IDIQ contract, is there a current labor category list that the VA is seeking and will add to the procurement prior to award for offerors to provide ceiling rates in order to bid on the future task orders? No, the plan is for a single award. Bids on future task orders will be priced on the base contract, so new bids won t be required.  The instructions state A. Proposals shall be submitted and in VA dominion and control no later than the time/date specified in the solicitation to be considered for award. The Government is not responsible for lost or mishandled packages or late deliveries. Can the Government please clarify the meaning of dominion? VA Dominion would be within email access of the Contracting Officer. If the quote is in the VA email system before the close date/time, then the CO would have access to it and it would be valid. The instructions for Volume II - Sub-Factor 2 Relevant Experience states the Relevant Experience which includes past, similar experience with performing Genome and Exome Genotyping on the proposed platform. This relevant experience shall also include the experience of Key Personnel, and shall provide resumes. Project staff shall have the skills and experience in providing bioinformatics support for building VA specific content for the Exome Chip as well as experience in performing data analysis. Within the general requirements, Genome and Exome Genotyping are not detailed can the Government please provide additional information and details within the general requirements so that Offerors may provide sufficient relevant experience response? Already corrected on prior mod. The instructions reference Key Personnel, but the requirements do not detail any key personnel requirements. Can the Government please clarify the key personnel roles for this requirement? The section This relevant experience shall also include the experience of Key Personnel, and shall provide resumes. Project staff shall have the skills and experience in providing bioinformatics support for building VA specific content for the Exome Chip as well as experience in performing data analysis. is hereby changed to This relevant experience shall also include the experience of the contractor personnel required in Section B General Requirements and be outlined on personnel resumes. Project staff shall have prior experience in the operations of the VA, research policies, data privacy, and HIPPA as well as current best practices in data science and predicative analytics. The instructions for Volume III Sub-Factor 3 references past performance questionnaire. Can the Government please provide a past performance questionnaire for Offerors to satisfy this requirement? Questionnaire provided on prior amendment. Volume IV Price instructions state PRICE SHALL BE ON THE CONTRACT LINE ITEM PAGE IN THE REQUEST FOR PROPOSAL-OFFEROR CAN SUBMIT ADDITIONAL DOCUMENTS IN ADDITION TO THE CONTRACT LINE ITEM PAGE IF THE OFFEROR FEELS IT TO BE NECESSARY, HOWEVER THE CLIN STRUCTURE MUST REMAIN AS IS. Given that the awarded contract is intended to be an IDIQ can the Government please clarify whether a task order will be awarded with the IDIQ contract? A guaranteed minimum is shown on the price list page. The minimum is normally met on the first task order and only applies once over the entire contract. Can the Government please provide a Contract Line Item (CLIN) page or a price schedule for Offerors to sufficiently price the requirement? A Price List was added on a prior amendment. Instructions to Offerors state Proposals shall be in electronic format only utilizing Microsoft Office and/or Adobe software, and not exceed 30 single sided pages, each (inclusive of cover pages, table of contents, glossary, and appendices). Statistical and other technical terminology shall not be used without providing a glossary of terms and acronyms. Can the Government please confirm if the 30-page limit applies to only Volume II Technical Proposal? The 30-page limit applies to the entire quote and include the inclusions mentioned above. Does the Government have any additional detail, for example project types or applicability to the requested relevant experience to Genome / Exome Genotyping? Again, already corrected on a prior amendment. Given the above questions and required artifacts to provide a compliant proposal, can the Government please provide an extension to December 9, 2022? The solicitation is currently extended until 11/30 and no further extensions are planned at this time. When is last date/time for questions?
