U--Test Administration Support Services

The NAVSUP Fleet Logistics Center (FLC) Norfolk intends to acquire test administration support services, on a sole source basis, from General Education Development Testing Service (GEDTS) in accordance with FAR 6.302-1. The services are required for the Defense Activity for Non-Traditional Education Support (DANTES) Pensacola, FL. The proposed acquisition will provide computer-based testing (CBT) and transcript database maintenance in support of the DoDs General Education Development (GED) testing program. All services are to be provided by GEDTS or an approved sub-contractor. The GED program is currently operating under an extension of the current contract for a two-month base period plus 2 two-month option periods to enable continued performance of required services. If all options are exercised, the current contract extension will expire 31 March 2013. The required base period of performance for the new contract will begin at the expiration of the current extension (currently 30 November 2012, however no later than 31 March 2013) and end 30 September 2013. Four (4) one year options shall also be included to the new contract as a means of fulfilling DANTES testing requirements anticipated through FY2017. A firm fixed price indefinite delivery requirements type contract is anticipated to satisfy this requirement. GEDTS is considered the only source of all the required test administration services and associated materials. The proposed contract is for services which the Navy intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The solicitation will require the submission of a cost/price proposal. All responsible sources may submit a proposal which shall be considered by NAVSUP (FLC) Norfolk.
