4. SOLICITATION & AMENDMENT INFORMATION: This RFOP and any subsequent amendments will be issued electronically via this SAM.gov posting. The Government is under no obligation to maintain a vendor mailing list. It is incumbent upon any interested parties to periodically access this notice to obtain any amendments which may be issued. Failure to obtain and respond to any amendments prior to the closing date may render your proposal unacceptable.
5. PROPOSAL INSTRUCTIONS & EVALUATION CRITERIA: All instructions for proposal submission, evaluation criteria (e.g., Price Only, LPTA, or Tradeoff), and order-specific clauses are contained entirely within the attached BOAST RFOP document. Offerors shall review the attached RFOP in its entirety to prepare their proposal.
6. NOTICE TO VENDORS WITHOUT A BOAST BOA: If your company is interested in competing for this or future Class IX sustainment requirements but does not currently hold a BOAST Basic Ordering Agreement, you are highly encouraged to join the program.
The BOAST program utilizes a Continuous On-Ramp, allowing qualified vendors to establish an agreement at any time.
For full instructions on how to submit a proposal to establish a BOA, please refer to the official BOAST On-Ramp Announcement on SAM.gov (Notice ID: W912CH-26-R-0001). Please note that an executed BOA must be in place prior to the closing date of this specific RFOP to be considered for award.
The U.S. Army Corps of Engineers and the Army Contracting Command – Detroit Arsenal (ACC-DTA) have issued a Request for Order Proposal (RFOP) under the Basic Ordering Agreement Sustainment Track (BOAST) program. This solicitation, identified as PANDTA-25-P-0000_027548, seeks the procurement of breech locks and selectors across multiple National Stock Numbers, including 1005-01-629-5635, 1005-01-536-5640, 1005-01-536-5643, and 1005-01-629-7417, among others. The government intends to award a firm-fixed-price order for a base quantity of 1,994 units with an option for an additional 1,994 units. This requirement is a total small business set-aside (SBA) restricted to active BOAST Basic Ordering Agreement (BOA) holders.
The items categorized under NAICS 336412 for Aircraft Engine and Engine Parts Manufacturing and PSC 1005 for Guns, through 30mm, are subject to export controls. Consequently, access to the Technical Data Package (TDP) requires certification through the Joint Certification Program (JCP). Inspection and acceptance will occur at the point of origin, with delivery designated as FOB Destination. Recent amendments to the RFOP have updated specific part numbers for NSN 1005-01-536-5643 and NSN 1005-01-629-5684 and incorporated a question-and-answer log.
Responses are due by June 29, 2026. The performance location is within the United States, and Ashley Treier serves as the point of contact. Six attachments support this notice, including the amended RFOP in spreadsheet format, a Quality Assurance log, a Contract Data Requirements List (CDRL) bundle, and the zip-filed Technical Data Package. Offerors must have a fully executed BOA in place by the closing date to be eligible for award.
