Defueled Ex-Long Beach (CGN 9) Transportation & Disposal
The Portfolio Acquisition Executive (PAE) Maritime and the Navy’s CVN Inactivation and Disposal Program Office (PMS 368) are conducting market research for the transportation, dismantlement, and disposal of the ex-Long Beach (CGN 9). This requirement includes handling defueled reactor plants and managing high-risk nuclear shipbreaking activities within the United States. An Industry Day is scheduled for June 24-25, 2026, in Washington, DC, to provide technical briefings and hold one-on-one sessions for capability presentations. Following this event, the government is requesting formal White Papers to help shape the acquisition strategy. The project involves a complex regulatory environment governed by both Navy and Nuclear Regulatory Commission (NRC) standards. All work must be performed by U.S. citizens at domestic facilities. The Navy is currently evaluating a firm-fixed-price contract structure with performance bonds ranging from 20% to 50%. This RFI supports procurement planning for the disposal of the nuclear-powered cruiser ex-Long Beach. The process includes an Industry Day in Washington, DC, to brief requirements and hold one-on-one meetings. These sessions allow for capability presentations prior to the submission of formal White Papers. The Navy intends to use this feedback to refine the acquisition strategy, potentially using a firm-fixed-price structure. The vessel's structural condition prevents traditional wet towing, requiring dry transport methods such as semi-submersible barges or heavy-lift vessels. Dismantlement includes managing Class-C low-level radioactive waste and hazardous materials like PCBs and asbestos.
