View moreINTENDED USE/PURPOSE:
This is the only known instrument that can meet the Government’s needs, and this notice’s intent is to identify any other products that meet the full requirements listed below. These sensors are chosen for their precision, durability, and consistency, which are essential to collecting long-term, high-quality marine boundary layer datasets. The sonic anemometers are used due to its asymmetric head design, which minimizes flow distortion and improves measurement quality when mounted on the bow of research vessels. This unique geometry is critical to maintaining the fidelity of momentum, heat, and moisture flux measurements; core to air-sea interaction studies.

Interested firms shall provide, in writing, a brief narrative (no more than 3 pages in length) and documentation to support your firm’s capability and experience meeting the requirements herein and include your firm’s name, address, point of contact, telephone number, UEID Number, CCR CAGE Number, business type and size (i.e., small, large, non-profit, educational, etc.). Any response that does not include this information will not be considered. The Government will review your response to determine if your firm has the experience, knowledge and capability to provide the items as specified above.
This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. Nor does this request for information constitute a commitment, implied or otherwise, that any procurement action may be issued for the Government’s requirements.
No entitlement to payment of direct or indirect costs or charges by the Government will arise because of the submission of contractor’s information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
All contractors doing business with the Government are required to be registered and active with the System for Award Management (SAM) website.
NOTE: THIS SOURCES SOUGHT IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded based on responses received to this notice.
The National Oceanic and Atmospheric Administration (NOAA) Oceanic and Atmospheric Research (OAR) Physical Sciences Laboratory (PSL) issued this Sources Sought notice, solicitation number 145035-26-0013JRW, to identify qualified businesses capable of providing a Gill R3A-100 sonic anemometer. This requirement is classified under NAICS 334519 Other Measuring and Controlling Device Manufacturing and PSC 6660 Meteorological Instruments and Apparatus. The acquisition aims to support the PSL mission by enabling precise wind measurements at the ocean surface, which are critical for forecasting and air-sea interaction research. Responses to this market research notice are due by June 24, 2026, and will be used to inform future acquisition decisions regarding domestic product availability and potential set-asides for small or disadvantaged businesses.
The required 3-axis research anemometer must provide high-frequency wind measurements, including U, V, and W vector outputs and sonic temperature, to calculate turbulent fluxes via the Eddy Covariance method. Essential salient features include a 100Hz output rate, aluminum and carbon fiber construction, and an asymmetric head design to minimize flow distortion when mounted on the bows of research vessels. The equipment must operate within a wind speed range of 0 to 45 m/s and a temperature range of -40°C to +60°C while maintaining accuracy in marine environments. These specific instruments are necessary for maintaining the continuity and integrity of NOAA’s long-term sea-going flux observations.
Performance is located in the USA, and the delivery of the equipment is required by August 30, 2026. Interested firms must submit a capability statement of no more than three pages documenting their ability to meet the technical specifications. Submissions must include the firm's name, address, point of contact, UEID, CAGE number, and business size status. This request for information is for planning purposes only and does not constitute a formal solicitation or a commitment by the government to award a contract. Jamie Rosales is the designated point of contact for this notice.
