CEMENT BAGS

The Department of the Army, MICC-Fort Drum, has issued this combined synopsis/solicitation under solicitation number W911S226U3256 for the procurement of palletized cement bags. The requirement is designated as an SBA Small Business Administration set-aside and is classified under NAICS code 327310 for Cement Manufacturing and PSC 5610 for Mineral Construction Materials, Bulk. The scope of this requirement involves the delivery of gray Portland limestone cement Type IL for general concrete construction. The cement must meet the specifications of ASTM C595 and AASHTO M 240 and be provided in 94 lb bags that are palletized and wrapped. Each delivery requires a certificate of conformance, a material certification report, and a safety data sheet. These documents must include the manufacturer name, product description, lot or batch numbers, manufacture and expiration dates, analytical data, a statement of no change in materials or processes, and the signature of an authorized representative. Approval of the certificate of conformance or analysis by the MCAAP AO is required prior to the contract award.

The delivery schedule consists of five increments of 49,350 lbs, or 525 bags, per shipment. Deliveries are scheduled for July 22, August 12, August 26, September 16, and September 28, 2026. All packaging labels must include the manufacturer name, product description, lot or batch number, and expiration date.
