REQUIREMENT:
This requirement is solicited as a Small Business Set-aside. The NAICS code for this acquisition is 722320 (Food Service contractors). This solicitation is for a Firm Fixed Priced contract and the evaluation method is Price and other factors (FAR 13.106-2(b)(3)).
Louisiana Army National Guard is seeking Catered Meals for soldiers beginning on the 29th of May 2026. The caterer shall provide personnel, supervision, and all items for the boxed catered meals in accordance with state and local sanitation law requirements. Meals and refreshments shall meet all requirements specified in the attached NEED STATEMENT and Meal Plan. Meals are to be delivered to 7615 Esler Field Rd, Pineville, LA 70360. EVALUATION OF QUOTE:
The Government will award a contract resulting from this solicitation, the responsible offeror whose offers conform to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The award will be made based on price and others factors as shown below. All pricing must be provided for this requirement, will not be split. If something left blank, quote will not be considered.
Price: Price shall be evaluated for fair and reasonableness.
Other Factors: Each factor will be evaluated as Acceptable or Unacceptable:
1. Vendor is located within _50___ miles from delivery location.
2. Provide a proposed menu for all days IAW the meal request in Needs Statements Exhibit 1.
3. Vendor capability statement of how meals will be transported to keep meals at FDA temperature standards outlined in needs statement.
4. Provide a copy of the State or Local government Health Inspection Report, if and as required for the proposed food service preparation facility. The health inspection shall be completed less than 12 months from the date proposal submissions are due.
5. Past performance on other government contracts.
Acceptable: Quote demonstrates adequate approach and understanding of the requirements.
Unacceptable: Quote does not meet the requirements of the solicitation and, thus contains one or more deficiencies and is un-awardable.
The agency will first evaluate price and then evaluate the apparent lowest-price quote for acceptability under the five factors listed above. All five factors above shall be considered acceptable for award to be made. If the lowest-price offeror is evaluated as unacceptable, the agency will then consider the acceptability of the next lowest price offer, continuing this process as necessary. This is being awarded using Revolutionary FAR overhaul Part 12 - Acquisition of Commercial Products and Commercial Services.
The Government intends to evaluate offers and make awards without discussion; however, this does not preclude the Government from discussions if it is in the best interest of the Government to do so.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time of acceptance specified in the offer, shall result in a binding contract without further action by either party.
