The U.S. Army Corps of Engineers, New Orleans District, requires professional real estate title services for projects located within various Louisiana parishes. This combined synopsis/solicitation, identified as W912P826QA021, seeks capability statements and price lists to establish one or more Master Blanket Purchase Agreements (BPAs). The government intends to utilize these BPAs as simplified charge accounts to fulfill repetitive needs for services including tract ownership data, interim binders with or without mineral searches, intermediate certificates of title, title endorsements, supporting documentation copies, and final title policies.
The procurement is a Small Business Set-Aside (SBA) classified under NAICS code 541191 for Title Abstract and Settlement Offices and PSC R411 for Support-Professional: Real Property Appraisals. The anticipated BPAs will feature a five-year performance period with an estimated total purchase limitation of $325,000.00. While the master agreement does not obligate funds, authorized individuals may place individual call orders for less than $25,000.00 per call. Contractors are required to provide itemized delivery tickets with all shipments and submit monthly invoices for services rendered.
Performance will take place in New Orleans, Louisiana, under the oversight of the New Orleans District Real Estate Division. Fermon Davis serves as the point of contact for this requirement. Submissions, including capability statements and price lists, are due by June 25, 2026. The solicitation history includes three attachments: the original real estate solicitation posted May 19, 2026, a list of solicitation questions, and an amendment posted June 11, 2026, which addressed inquiries and extended the response deadline. All offerors must be registered in the System for Award Management (SAM) at the time of quote submission.
