National Centers for Environmental Information (NCEI) Southern Regional Weather Records Center (SRWRC)
The National Oceanic and Atmospheric Administration (NOAA) is seeking a contractor to establish and operate the Southern Regional Weather Records Center (SRWRC) in support of the National Centers for Environmental Information (NCEI). This center acts as a link between NCEI and regional users in Tennessee, Mississippi, Louisiana, Arkansas, Oklahoma, and Texas. The SRWRC transforms global environmental data—including satellite, radar, and paleoclimate information—into tailored regional products that support economic resilience and environmental security. The work covers four main areas: regional engagement, prioritizing user needs for tool development, transitioning successful products into NCEI operations, and providing ongoing weather-related services. A mandatory geographic requirement specifies that the contractor must be physically located within the southern region. Responsibilities include managing the lifecycle of environmental information, delivering high-accuracy monitoring reports, and maintaining web-based error tracking systems. This Indefinite Delivery Indefinite Quantity (IDIQ) contract, solicitation 1332KP26R0027, begins with a Task Order for base and regional services. Amendment 0001, issued June 9, 2026, extended the proposal deadline to June 26, 2026, and provided a conformed version of the RFP. The documentation includes Performance Work Statements (PWS) for the IDIQ and Task Order 1, a pricing matrix, and a new Standard Operating Procedure (SOP) for Operational Readiness Reviews. NOAA’s National Centers for Environmental Information (NCEI) requires a contractor to run the Southern Regional Weather Records Center (SRWRC). This center is part of the Regional Climate Services program, which has worked since 1990 to connect national environmental data w…

The contractor providing the SRWRC capability to a region shall be physically located within the region and must serve all states, territories, and U.S.-affiliated islands in the region. An RWRC with unique capabilities may work with other RWRCs to meet user needs beyond its immediate region.
B. Program Scope
The SRWRC shall provide products and services to address regional weather records needs and issues in the context of NCEI’s broader environmental information responsibilities. This will include leveraging NOAA’s capabilities and expertise by transforming its satellite, in situ, radar, and paleoclimate data and products into regionally-tailored products and services, as appropriate, that meet the needs of users and partners and promote resilience and prosperity. The SRWRC will focus its work in four broad areas:
