This requirement may be a limited competition between General Dynamics Electric Boat (GDEB) and Huntington Ingalls Industries Newport News (HII-NNS). These two private shipyards are the only known nuclear qualified and certified shipyards capable of performing this work. A determination of the Government to not compete this effort based on responses received to this notice is solely within the discretion of the Government. Companies interested in subcontracting opportunities shall contact GDEB or HII-NNS directly.
The Naval Sea Systems Command (NAVSEA) is conducting market research to identify qualified sources capable of providing emergent submarine repair services for nuclear-powered submarines and associated platforms. This requirement includes unique supplies, technical and engineering services, and nuclear-related trade labor in support of special mission submersibles, host submarine interfaces, moored training ships, and submarine support facilities. The anticipated acquisition strategy involves a Basic Ordering Agreement (BOA) with an estimated ordering period from May 2027 to May 2032.
This sources sought notice, identified under solicitation number N00024-26-R-4309, is classified under NAICS code 336611 for Ship Building and Repairing and PSC 1905 for Combat Ships and Landing Vessels. There is no set-aside assigned to this requirement at this time. Due to the sensitive nature of submarine design and maintenance data, contractors must demonstrate the ability to handle Controlled Unclassified Information (CUI) and comply with Cybersecurity Maturity Model Certification (CMMC) Level 2 requirements. While the government may limit competition to the two known nuclear-qualified private shipyards, General Dynamics Electric Boat and Huntington Ingalls Industries Newport News, NAVSEA is utilizing this notice to determine small business capability and interest.

Submissions must include company identifiers, business size status, CMMC compliance status, and current nuclear qualification or certification. The information gathered will assist the government in developing a procurement strategy and determining whether the effort will be competed or restricted to the established nuclear-certified shipyards.
