N00164-20-Q-0088 IDIQ FOR STILETTO HD MASTS FSG J058 - NAICS 811213 ISSUE DATE 17 APRIL 2020 CLOSING DATE 28 APRIL 2020 12:00 PM Eastern Time Naval Surface Warfare Center (NSWC) Crane has a requirement for an Indefinite Quantity/Indefinite Delivery contract which will be utilized for the Will-Burt Stiletto HD Masts. These Masts are a necessary tool of NSWC Crane, as they are utilized for essential operations in various capacities. This IDIQ contract will contain both services and supply, following the likes of: Evaluation, Repair, Refurbishment, Training, Spare Parts, and Failure Analysis. All services (which shall include evaluation, repair, refurbishment, training, and failure analysis) shall be conducted at the vendors facility. Also, all supply (which shall include spare parts) will be initiated at the time of need, and a certain quantity shall be provided to the vendor for completion of delivery. The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with one source, Will-Burt Company under the authority of FAR 13.106-1(b). This is being sole sourced because Will Burt Company is the OEM of this product and own the proprietary data required for repair/refurbishment/training/etcetera. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220 or via the internet at https://sam.gov. Quoters, prior to submitting a quote, carefully review ALL sections and fill in all blanks. This solicitation is being issued pursuant to the procedures at FAR Part 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-20-Q-0088 is hereby issued as an attachment hereto.
