Missile Munitions Distribution Facility and other bldgs

The Department of the Army, Baltimore District, is issuing a pre-solicitation notice for the construction of the FY25 PN86433 Missile Munitions Distribution Facility located at Letterkenny Army Depot. This procurement, identified under solicitation number W912DR26R125N, is classified under NAICS 236220 Commercial and Institutional Building Construction and PSC Y1BF CONSTRUCTION OF MISSILE SYSTEM FACILITIES. The project is an unrestricted acquisition subject to the World Trade Organization Government Procurement Agreement and various Free Trade Agreements. The government anticipates awarding a firm-fixed-price contract using a Design Bid Build approach, evaluating proposals via either a Lowest Price Technically Acceptable methodology or a highest technically rated approach with no tradeoff.

The scope of work involves the new construction of a 57,955-square-foot warehouse featuring a 4,614-square-foot inbound dock canopy and administrative support areas. Adjacent structures include a 568-square-foot vehicle storage building for forklift charging and a 327-square-foot munitions operations management building. The project also requires the development of a rail classification yard consisting of approximately 8,000 linear feet of rail siding and a suspect track for monitoring compromised rail cars. Associated site improvements include earthwork, fencing, roadways, hardstand areas for munitions loading, culvert extensions, and rail beds.
