D-10298 Mainside Pay As Cut FY26

The Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic has issued solicitation D-10298 for the purchase and removal of timber located at Marine Corps Base Camp Lejeune, North Carolina. This requirement is classified under NAICS 113310 Logging and PSC F018 Natural Resources/Conservation- Other Forest/Range Improvements (Non-Construction). This pay-as-cut timber sale is established to expedite harvests for construction projects and silvicultural work involving short completion times or logistical difficulties. Under this firm-fixed unit price arrangement, the purchaser is required to harvest any projects offered containing over 1,000 tons of merchantable timber, while projects under that threshold are harvested at the purchaser's discretion.

The timber is sold to the bidder offering the highest unit prices, with payment determined by multiplying mill weight tickets by the established unit prices as harvesting progresses. The purchaser must begin harvesting within 21 days of being offered a project, and both a bid deposit and performance bond must be in place before cutting operations commence. Performance occurs on-site at Camp Lejeune, and sealed bids will be opened publicly at 1:30 PM local time on February 24, 2026, at the Office of the Officer In Charge of Construction.
