RESERVE BASIN MAINTENANCE DREDGING CONTRACT FOR SITES AT THE PHILDELPHIA NAVY YARD IN THE PUBLIC WORKS DEPARTMENT PENNSYLVANIA AREA OF RESPONSIBILIY

NAVFACSYSCOM Mid-Atlantic is seeking bids for maintenance dredging at the Philadelphia Navy Yard. The project involves removing approximately 96,611 cubic yards of sediment from the North Side (Wharf N) of the Reserve Basin and the Schuylkill River Access Channel. This work supports Naval Support Activity Mechanicsburg and the Philadelphia Navy Yard Annex by maintaining a minimum depth of -30 feet Mean Lower Low Water (MLLW) for vessel decommissioning. The contract is a firm-fixed-price construction award with a 270-day performance period. Key constraints include a prohibited work window from March 15 to June 31 for fish migration and a requirement for 24/7 operations with a daily production rate of at least 5,000 cubic yards. Amendments have updated the response deadline to August 19, 2026, and modified technical requirements, including the removal of specific disposal site mandates and the waiver of Professional Engineer (P.E.) requirements for Quality Control personnel. Bids must be submitted through the Procurement Integrated Enterprise Environment (PIEE). The technical requirements include using a sealed environmental clamshell bucket and operating 24/7 to meet production goals. Environmental restrictions prohibit dredging from March 15 to June 31 to protect fish migration. Contractors are responsible for sediment disposal at approved offsite facilities and must work around identified 15 KV submarine cables.
