Notice of Intent - Limestone Drill Hole Installation for ERDC GSL

The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), is conducting experimental research on in-situ charge detonation scenarios in specific limestone material. This work is being conducted as a part of ERDCs military engineering Survivability and Protective Structures research area; the program specifically supports research initiatives with funding through headquarters of the U.S. Army. As a part of the research, ERDC is required to conduct multiple mission-based experiments that necessitate specialized support in terms of range operations and communications systems. For each experimental research effort, the contractor will provide an in-situ test location in a limestone quarry with charge and witness holes drilled in specific configurations. The methods and means by which the holes are drilled is the contractors responsibility. Specific services that are required for project support include a snake-style camera for viewing downhole features both pre- and post-detonation, test setup and execution, site maintenance and repair as defined by field requirements and damage done during experimentation. Multiple quarries were contacted, however none allow for an outside entity to conduct blast testing, except Reliable Partners, LLC, CAGE Code 78FA4. Market research has determined that Reliable Partners, LLC is the only contractor capable of enabling ERDC to meet project objectives. The proposed contractor is a responsible contractor within the meaning of paragraph 9.104 of the FAR website. The intended procurement will be classified under North American Industry Classification System (NAICS) 541990 All Other Professional, Scientific, and Technical Services, with a Small Business Size Standard of $16.5 million. The Government intends to procure from only one source under the authority of FAR 13.106-1(b) using simplified acquisition procedures. This is not a request for competitive proposals and no solicitation is available.
