Synopsis of Proposed Contract Action - ShoreZone Coastal Imaging and Habitat Mapping System

A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.501(a). Due to the unique and highly specialized nature of the services only one source is capable of providing the services required at the level of quality required for the entire scope of work. ShoreZone is a coastal imaging and habitat mapping system developed to describe the complexity of the supratidal, intertidal, and nearshore subtidal zones that comprise the coastal margin, with an initial conceptual framework and coding system developed in 1979. The program is comprised of a partnership of Federal, state and local agencies as well as private and non-profit organizations. From imagery to mapping, and subsequent analysis within the existing database management system and server, these processes are all vital in maintaining a uniform and consistent ShoreZone database. This procurement is being conducted under FAR 13.501(a). The North American Industry Classification System (NAICS) code for these item is 541370. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Thursday, January 3, 2019 2:00 p.m. Pacific Time. The government intends to issue a single award indefinite delivery/indefinite quantity contract with firm-fixed price orders for a five year performance period for aerial imagery, ground based surveys, and mapping and analysis within the existing database management system and server and consistent with the ShoreZone protocols with Moran Environmental Recovery, LLC. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.
