Anatomic Pathology Testing Services BPA

Notice of Intent to award a sole source blanket purchase agreement (BPA): The U.S. Air Force, 60 CONS intends to negotiate and issue a sole source BPA to obtain anatomic pathology testing services at David Grant Medical Center, Travis AFB, CA. The NAICS code is 621511 Medical Laboratories, with a small business standard of $32.5M. The award date is estimated to be no later than 15 Feb 2022. The requirement includes providing all management, labor, tools, equipment, logistics, transportation of specimens (Courier pick-ups shall be implemented around laboratory schedule (0730-1630) and picked up daily prior to 1630; minimum 5 days a week), and shipping materials, forms, and web-based platform reporting system necessary to provide comprehensive tests listed below for the 60th Medical Group, David Grant Medical Center (DGMC), Department of Pathology, Laboratory and Pathology Flight, Travis Air Force Base. The testing services required include immunohistochemistry (IHC) and special stains, flow cytometry, Fluorescence In Situ Hybridization (FISH), cytogenetics, molecular markers, solid tumor profiling, next genetic sequencing and consultation services. 60 CONS intends to negotiate this requirement under the authority of AFFARS 5313.501 (10 U.S.C. 2302b), Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). The sole source procurement will be awarded using simplified acquisition procedures in accordance with FAR parts 12 and 13.5. This notice of intent is not a request for competitive quotes. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government.Interested parties who believe they possess the capabilities to satisfy the requirements should submit a capability statement and proof that they can guarantee the required testing and consultation services.
