The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) Biogeochemical Sciences Branch has a requirement to construct a master BPA to purchase services for multi-omics characterization of cold regions samples. CRREL conducts various biological and chemical experiments on plants, microbes, and environmental samples. These exper...
View moreIf and when requested, the vendor shall provide services in accordance with the specific requirements for the individual BPA Order, which may include, but are not limited to, the following broadly encompassing categories.
It is not necessary for each entity to be capable of performing every service listed in this BPA list; individual BPA orders will vary and may include one, some, or all of these services.
Interested vendors need only to provide a response (letter format) which verifies the company’s interest and capabilities in providing the services outlined above, and enough information to provide CRREL with confirmation that the company can provide the requested services.
Interested vendors shall provide capability statements that include their company’s website address, price list, or catalog, if available, demonstrating representative pricing for supplies and/or services offered. The Government recognizes that no single vendor may be able to provide all requested services; therefore, multiple vendors may be selected as BPA holders.
There is no requirement for a “pricing bid” associated with this action.

The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) Cold Regions Research and Engineering Laboratory (CRREL) Biogeochemical Sciences Branch requires a master Blanket Purchase Agreement (BPA) for multi-omics characterization of cold regions samples. This requirement, identified under solicitation W913E525R0007, falls under NAICS code 541380 Testing Laboratories and Services and PSC B504 SPECIAL STUDIES/ANALYSIS- CHEMICAL/BIOLOGICAL. There is no set-aside designated for this action (NONE; NONE). The BPA provides a simplified method for the CRREL facility in Hanover, NH, to fill repetitive needs for advanced analysis of plants, microbes, and environmental samples to identify biomarkers associated with biogeochemical processes.
The scope of services includes metabolomics, proteomics, transcriptomics, and genomics to reveal genetic pathways and organism functions. Specific tasks involve receiving samples, performing quality assessments, generating omics data, and delivering raw data with descriptions of instrument parameters. Technical categories encompass targeted and untargeted metabolomics and proteomics using GC-MS and LC-MS/MS, as well as transcriptomic sequencing. Genomics services may include Sanger sequencing, shotgun metagenomics, whole genome sequencing, and gene synthesis. Because individual orders vary, the government may select multiple vendors as BPA holders, and vendors are not required to be capable of performing every service listed.
Interested vendors must submit a capability statement in letter format by August 28, 2025, at 12:00 PM Central Daylight Time to Tomeka McNeely. Submissions should include a company website and a representative price list or catalog, though a formal pricing bid is not required at this stage. The solicitation includes two attachments: B08.02 W913E525R0007.pdf, posted August 13, 2025, and Questions and Answers.pdf, posted August 25, 2025. Other ERDC labs may utilize this BPA following coordination with the CRREL Contracting Officer Representative.
