Biological Containment Isolation System (BCIS)
The Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Natick Division, is seeking prototype solutions for a Biological Containment Isolation System (BCIS) for the Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Protection (JPM CBRN P). This project uses Other Transaction Authority (OTA) under 10 U.S.C. § 4022 to develop a modular, field-installable kit that converts USAF TMT60 positive-pressure tents into negative-pressure isolation systems for patients with High Consequence Infectious Diseases (HCID). The two-step acquisition process begins with a Solution Brief and Supporting Data Package to evaluate technical merit and feasibility. Selected participants will then be invited to submit a full Request for Solution Proposal (RSP). The effort is structured to include small businesses and non-traditional defense contractors. The project involves multiple phases, requiring TRL 6 prototypes for Phase I and TRL 7 prototypes for Phase II. Testing will occur at CONUS locations to verify performance in air exchange rates, filtration, and pressure maintenance. The acquisition uses a two-step process to engage small businesses and non-traditional defense contractors. Step one involves a Solution Brief and Supporting Data Package to assess technical feasibility. Successful respondents may be invited to submit a full proposal under a Request for Solution Proposal (RSP). The government plans to award multiple Prototype OTAs to advance the technology through phased testing. The BCIS project involves developing a modular kit to convert USAF TMT60 positive-pressure tents into negative-pressure isolation environments for HCID patients. The conversion must be reversible, ensuring the TMT60 retains its original form and function after use.
