Environmental and Ship Motion Forecasting (ESMF) system

The Naval Surface Warfare Center (NSWC) Carderock has issued solicitation N0016721R0004 for the Environmental and Ship Motion Forecasting (ESMF) system. This system provides sea-based forces with environmental and ship motion forecasting integrated into the Common Operation Tactical Picture to identify operational windows for moving personnel and material between or within ships. The scope of the ESMF system includes both single-ship and two-ship motion modeling and predictions. This requirement is classified under NAICS 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), and PSC 2040, Marine Hardware and Hull Items.

The contracted engineering support involves the design, fabrication, installation, and sustainment of both existing and future versions of the ESMF system. The selected provider will also develop proof-of-concepts for new applications and execute improvements to the system’s hardware and software designs. Performance will take place in the United States, with Daniel Deck serving as the point of contact.

Responses to this solicitation are due by June 15, 2021. The procurement includes 32 total attachments, including revised staffing and labor hour documents, updated questions and answers, and various system-related exhibits. Recent updates to the notice, including Amendment 0001 and Amendment 0002, addressed potential offeror inquiries and modified several project attachments.
