Combined Synopsis/Solicitation YRD Road Maintenance and Snowplowing Services This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The combined synopsis/solicitation number is 1240BF24Q0002 and is issue as a Request for Quotation (RFQ) to establish a Firm Fixed Price service contract to provide road maintenance and snowplowing services for the Yakutat Ranger District (YRD), Tongass National Forest (TNF). The combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-06, effective 4 December 2023. This procurement is a Total Small Business Set-Aside. In accordance with FAR Clause 52.219-6, Notice of Total Small Business Set-Aside (which applies to this combined synopsis/solicitation), offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. The associated North American Industrial Classification System (NAICS) code for this procurement is 237310, Highway, Street, and Bridge Construction. The NAICS Code was identified through a review of the U.S. Census Bureaus website where Surfacing, Highway, Road, Street, Bridge or Airport Runway / Culverts, Highway, Road and Street, Construction were listed as corresponding index categories. The small business size standard is $45 million. Description of Requirement: The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items and non-personal services necessary to provide road maintenance and snowplowing services to YRD road systems. Services shall include road grading, blading, compaction, spot surfacing, ditching, and snowplowing. The contractor shall provide services in accordance with the attached Performance Work Statement (PWS), and all applicable federal, state and local laws and regulations. Place of Performance: The work shall be performed at multiple road systems located in Yakutat, Southeast Alaska. Period of Performance (POP): The period of performance shall be from Date of Award until 31 October 2028 (Base Period + 4 Option Periods).
