INL WHA Advisory and Assistance (CARSI)

The Department of State is seeking professional services to support the Bureau of International Narcotics and Law Enforcement within the Western Hemisphere Affairs region. This requirement, issued under solicitation number 19AQMR23R0007, is a total SBA Small Business Administration (SBA) set-aside classified under NAICS 541611 Administrative Management and General Management Consulting Services and PSC R408 SUPPORT- PROFESSIONAL: PROGRAM MANAGEMENT/SUPPORT. The government intends to establish a multiple-award Indefinite Delivery, Indefinite Quantity contract to provide subject matter experts, advisors, monitoring and evaluation specialists, and administrative support. While the primary focus is the Central America Regional Security Initiative, the scope of work extends to other countries in the region, with the government intending to award one task order per required country.

The staffing requirements include subject matter experts in tactical operations, K9 units, and maritime enforcement, as well as specialist advisors for forensic accounting, rule of law, counternarcotics, justice sector reform, and anti-corruption. Additional personnel needs include police advisors for citizen security, local police specialists, corrections advisors for prisons, and IT advisors. Nine total attachments accompany the solicitation, providing a staffing statement of work, pricing spreadsheets, and multiple rounds of consolidated government responses to vendor questions.
