Braille Mailing Containers

The Library of Congress, under Contracts Services, is issuing this combined synopsis and solicitation to procure two types of braille mailing containers for the National Library Service (NLS). These containers facilitate the mailing of braille books and magazines to patrons who cannot read standard print due to visual or physical disabilities. The requirement includes standard-size and large-size containers, with a projected quantity distribution of approximately 80 percent standard and 20 percent large units. The contractor is responsible for manufacturing the containers and applying all required preprinted text or imaging according to specified requirements. Before beginning full production, the contractor must submit preproduction control samples in both sizes for Library inspection and approval. The contractor is also required to perform all necessary testing and inspection of these samples to ensure compliance with contract specifications. Full production units must conform to the approved samples and the standards established in the contract.

The government intends to award a contract to the responsible offeror providing the best value based on evaluations of product samples, technical approach, quality assurance plans, past performance, and price.
