The Army Contracting Command - Rock Island (ACC-RI), acting for the Headquarters, Joint Munitions Command, issued this special notice to identify capable sources for two stormwater detention pond projects at the Hawthorne Army Depot in Nevada. The first project involves the rehabilitation and cleanup of stormwater dry detention ponds at the New Bomb open burn/open detonation demilitarization site, which includes clearing silt and flood debris while managing potential unexploded ordnance risks. The second project requires the design and construction of new stormwater controls engineered to withstand a 500-year flood event and contain a 100-year event. The government intends for the cleanup and design phases to occur concurrently, with construction following immediately to minimize the redundant movement of equipment and materials.
This federal opportunity is classified under NAICS 237990, Other Heavy and Civil Engineering Construction, and PSC C1PZ, Architect and Engineering- Construction: Other Non-Building Facilities. There is no set-aside designated for this requirement (NONE/NONE). Interested vendors must submit capability statements, rough orders of magnitude for both scopes of work, and feedback on contract types and scheduling efficiencies to the Department of the Army by October 13, 2025. Responses should specifically address the feasibility of accelerated timelines and the advantages of awarding both projects to a single contractor versus separate entities.
Performance is located at Hawthorne Army Depot in Nevada under solicitation number W519TC-25-I-HWAD. Supporting documentation for this request includes six attachments: two Statements of Work for cleanup and design-build activities, a geotechnical investigation report, maps of clearance areas, and two hydrology/soils reports. Technical and administrative inquiries are directed to the primary point of contact, Ashley Korves. All participants must be registered in the System for Award Management (SAM) to be eligible for any future contract awards resulting from this market research.
