Notice of Intent to Sole Source Joint Standoff Weapon (JSOW) and Miniature Air Launched Decoy – Navy (MALD-N) Indefinite Delivery Indefinite Quantity (IDIQ) for Engineering, Training, and Integration Support

THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. The Naval Air Systems Command (NAVAIR) Precision Strike Weapons Program Office (PMA-201) intends to enter into sole source negotiations and subsequently issue a sole source IDIQ contract to Raytheon Missiles & Defense (RMD), Tucson, AZ. This effort is estimated for award in the fourth quarter of calendar year 2022 with a twelve month base period and four (4) twelve month option periods. This effort is for engineering support, training support, analysis/studies, integration and test event support, and support for Program Management Reviews (PMRs) for the Joint Standoff Weapon (JSOW) and Miniature Air Launched Decoy Navy (MALD-N) programs. These services include support of missiles, facilities, support equipment, training, and JSOW / MALD-N related engineering support efforts. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may identify their interest and capability by responding to this notice. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. GENERAL INFORMATION: Raytheon is the sole designer, developer, and manufacturer for the JSOW and MALD-N and as such is the only company that has the requisite knowledge, production tooling, facilities, and technical data necessary to meet this requirement. There are no commitments by the Government to issues any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
