Q510--INTENT TO SOLE SOURCE TURNKEY INTRAOPERATIVE NEUROMONITORING SERVICES SYRACUSE VA MEDICAL CENTER

This is a Notice of Intent to Sole Source announcement only. This is not a request for formal proposals or quotes. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. Purpose and Objectives: Veterans Integrated Service Network (VISN) 2, Network Contracting Office (NCO) 2, is issuing a notice of intent to pursue a non-competitive interim procurement with NuVasive, Inc. for turnkey intraoperative neuromonitoring (IONM) services. This procurement will include the technician, equipment, and supplies. NuVasive, Inc. shall provide fully credentialed Electro Neurophysiologic Technologists who perform on-site IONM services. Intraoperative monitoring modalities needed include: SSEPS, TcMEP, S-EMG, T-EMG, spinal cord mapping including D-Waves, DNEPs, NMEPs, Cortical, motor, sensory, language mapping, white matter tract and brainstem nuclei mapping, brainstem auditory evoked responses, visual evoked potentials, cranial nerve monitoring, and intraoperative EEG. NuVasive, Inc. has been determined to be the only one responsible source as determined in accordance with procedures prescribed in FAR 13.106 and the anticipated contract action is hereby publicized in accordance with FAR 5.101 and 5.203. The purpose of this notification is to communicate the Government s intent to solicit and award a non-competitive contract for turnkey intraoperative neuromonitoring services. This new requirement can only be provided by NuVasive, Inc. NuVasive, Inc. is the only vendor that can provide the number of requested credentialed providers and the specific equipment and probes that Syracuse VA Surgeons require in the limited timeframe of which this requirement is needed. VA credentialing and background procedures take on average 6-12 weeks to complete. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. The Syracuse VA Medical Center requires a short-term interim contract with a base period of six months and (2) three month option periods, for a total contract length of 12 months if all options are exercised. The contract type will be a firm-fixed price Indefinite Delivery, Indefinite Quantity (FFP-IDIQ) contract. A competitive long-term procurement effort is currently in development and will be released when finalized. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which may be considered in connection with this requirement and/or in the future competitive effort. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government. The NAICS Code is 621399 The SBA Size Standard is $8 Million The Product Service Code is Q510 This non-competitive award is implemented by FAR 13.106-1(b), as it has been deemed that only one source is available to meet this specific requirement.
