The Air Force Materiel Command is conducting market research to identify potential sources capable of performing 1200-hour and four-year inspections on the MH-139A Grey Wolf helicopter fleet. This request for information, issued under solicitation number MH139-CR02, seeks to determine the feasibility of transitioning these significant maintenance events from organizational-level government personnel to a contractor-operated facility. The MH-139A aircraft is approximately 95% similar to the Leonardo AW139 commercial helicopter, and the government is specifically seeking sources with OEM-level knowledge, proprietary data access, and specialized facilities. Required capabilities include the possession of environmentally controlled facilities, specialized tooling and ground support equipment, and authorized access to OEM proprietary technical data, drawings, and maintenance manuals.
The Department of the Air Force, through the Helicopter Program Office (AFLCMC WIH), requires that interested parties employ technicians certified and trained by the OEM with at least five years of experience on this specific airframe. Maintenance tasks involve the removal of major components, detailed structural inspections, component overhauls, and reassembly. This effort is classified under NAICS code 488190, Other Support Activities for Air Transportation, and PSC 1520, Aircraft, Rotary Wing. There is currently no set-aside assigned to this requirement, designated as NONE/NONE.
