SSgt John Boutros, Contract Specialist,
The Department of the Air Force, FA4610 30 CONS PKB, has issued this presolicitation notice and request for information to identify small business concerns capable of providing records digitization services for the 30 FSS at Vandenberg Space Force Base in Lompoc, California. The project involves the modernization of records management for approximately 800 physical legal and personnel action files, averaging 20 pages per file. This requirement is classified under NAICS 561410 for Document Preparation Services and PSC R603 for Support-Administrative: Transcription. The government intends to use the results of this market research to determine the acquisition strategy for a project scheduled to occur between July 1, 2026, and December 31, 2026, with the digitization work itself to be completed within 30 calendar days of the start date.
The selected contractor will provide a turn-key service to scan, digitize, and securely store records on a designated SharePoint site. Specific tasks include preparing physical documents by removing fasteners, scanning files in black and white at a minimum of 600 dots per inch, and creating searchable, losslessly compressed PDF files. The contractor must adhere to specific file-naming conventions, bookmark files as indicated, and verify quality and legibility with a government representative. Upon written confirmation of successful digitization and storage, the contractor is responsible for the destruction of the physical paper records in accordance with federal non-record material disposal guidelines.
This notice, identified by solicitation number Records_01, serves as both a presolicitation notice and a sources sought announcement. While the government intends to directly solicit quotations from at least three selected sources following the mandatory posting period, all responsible sources may submit a capability statement for consideration. Submissions must include company identifiers, business size, and a brief capability statement of no more than five pages.
