AMENDMENT 0002- Screening Information Request for Controller Training Solutions

The purpose of this announcement is to issue FAA SIR 693KA8-19-R-00006 Amendment 0002, which updates SIR Attachment L-4. The updated attachment is included with this announcement. A full description of SIR changes is included on page 2 of the attached 693KA8-19-R-00006 - Amendment 0002 document. Please note that the date and time for proposal submissions remains unchanged. ------------------------------------------------------------ 1. This is a Request for Offer (RFO)/Screening Information Request (SIR) for air traffic controller training and training related support services at the FAAs Academy in Oklahoma City, OK, and Air Traffic Control facilities throughout the United States. Required services include: Program Management Training Support at the FAA Academy and ATC Facilities including: o Classroom Training o Simulation/Laboratory Training o Monitoring of Student Progress Training Development, Maintenance, and Revision Air Traffic Training Program Support Administrative Support Innovation Support The period of performance of this effort is seven (7) years, consisting of a one (1) year base period and 6 (six) one (1) year option periods. 2. The FAA will conduct a full and open competition for the Controller Training Solutions (CTS) requirements described in the SIR. There is no set-aside restriction and both large and small businesses may participate in this RFO/SIR. The applicable NAICS code for this requirement is 611430, Professional and Management Development training and the associated small business size standard is S11M. 3. The Government anticipates awarding one contract resulting from this RFO/SIR. Should it decide to do so, the Government reserves the right to make multiple awards or to not make an award resulting from this solicitation. The Government will not pay for the information solicited, nor reimburse the Offeror for any costs incurred in the preparation of, or the submission of, any response to this RFO/SIR. 4. The date and time for receipt of proposals is July 1, 2019 at 10:00 AM Eastern Time. Proposal submissions must be in accordance with Section L of the SIR. Proposals received after the due date and time for receipt of proposals will be considered late and may not be evaluated in accordance with AMS 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. If all requested information is not furnished, the vendor's response may be determined unacceptable. 5. The date and time for receipt of questions/comments regarding this RFO/SIR is May 9, 2019 at 4:00 PM Eastern Time.
