Description: This notice is for informational purposes only. This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(b)(1), Only One Responsible Source. The US Army Contracting Command- Aberdeen Proving Ground has a requirement to procure the services needed for the repair of the APN-209 Radar Altimeter Receiver Transmitters: RT-1115J, P/N HG7209AD01 (NSN 5841-01-421-4162); RT-1115K, P/N HG7209CA04 (NSN 5841-01-582-2320); RT-1411B, P/N HG7210AC01 (NSN 5841-01-421-4161); and RT-1411C, P/N HG7210CA01 (NSN 5841-01-547-5286). This SOLE SOURCE acquisition will be in accordance with (IAW) FAR 6.302-1 and U.S.C. 2304(c)(1) to Honeywell Inc. (Honeywell), Senor & Guidance Products, Minneapolis Minnesota. However, all responsible sources may submit a quote which shall be considered by the agency. Honeywell is the Original Equipment Manufacturer and the only known source that has the technical data and expertise to repair Receiver Transmitters (RTs). The RTs are comprised of several circuit card assemblies and a radio frequency (RF) module solely produced by Honeywell. This RF module, identical in units, was redesigned due to obsolete parts and is proprietary to Honeywell. The Government does not possess schematics or drawings for theses RTs. This effort is intended to be a three-year, Firm-Fixed-Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract for repair of RT-1115J, RT-1115K, RT-1411B, and RT-1411C units which are line replaceable units (LRUs) of the AN/APN-209(V) Radar Altimeter Set. The RT-1115J and RT-1411B provide accurate indication radar altitude function over a range of 0 to 1,500 feet in all Army aircraft. The RTs provide an Altitude Voice Warning System, which gives a voice warning in response to high and low pilot presets. The RT-1115K and RT-1411C are enhanced versions of its respective predecessors, RT-1115J and RT-1411C, to provide an accurate indication radar altitude function over a range of 0 to 8,000 feet and have more stringent Electromagnetic Interference (EMI) requirements. The total estimate ceiling is $3,400,000.00, with deliverable quantities of repaired units up to 450 each per year. All repairs will be placed on individual Delivery Orders. Each Delivery Order will set forth all requirements, delivery schedule and applicable price data. The estimated award date of the intended contract is 31 Jul 12.
