Notice of intent to solicit a sole source contract for Facility Support Services on the island of Niihau, Hawaii

The NAVSUP Fleet Logistics Center Pearl Harbor issued a special notice of intent to solicit a sole source contract with Niihau Ranch, LLC for facility support services on the island of Niihau, Hawaii. Under solicitation number N0060416R3008, the Department of the Navy intends to award an Indefinite Delivery Requirements type contract based on the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. This requirement is necessary because Niihau Ranch holds private title to the island and maintains restricted access, which includes a prohibition on non-island residents staying overnight.
