Iraq Governance and Performance Accountability Project (IGPA)

The Agency for International Development (USAID) Iraq issued this justification and approval under solicitation number SOL-267-16-000005 to expand support for the Iraq Governance and Performance Accountability Project (IGPA/Takamul). In response to the U.S. Department of State’s April 2020 announcement of a Strategic Dialogue with the Government of Iraq (GOI), USAID identified an immediate need to assist the GOI in addressing fiscal instability, civil unrest, and the economic impacts of the COVID-19 pandemic. Under this authorization, the incumbent contractor, DAI, will implement expanded governance support with an estimated value of $12,000,000.

The scope of work focuses on strengthening Iraqi sovereignty and economic independence through five primary objectives. These include reviewing the GOI national budget cycle and process improvement initiatives, enhancing the capacity to address fiscal risks, and improving cash management for both the GOI and the Kurdistan Regional Government. Additionally, the project will support alternative investment financing schemes and foster greater coordination between the Ministry of Finance and the Ministry of Planning. Performance takes place in Iraq under NAICS 541990 for All Other Professional, Scientific, and Technical Services and PSC R408 for Support- Professional: Program Management/Support.
