Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 1 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: ATK DUNS: 006254833 FOR : Ammunition, through 30MM for the US Fish & Wildlife Service, Office of Law Enforcement NAICS: 332992 SMALL ARMS AMMUNITION MANUFACTURING AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: The U.S. Fish & Wildlife Service, Office of Law Enforcement requires new factory manufactured ammunition that is owned by the Service for use by Service law enforcement officers (442 FWl. 1.6 A) and (Law Enforcement Memorandum 45 (LE-45). The Service also requires ammunition be made available to Service law enforcement officers for training and qualification (442 FW 1, 1.6 B). In June 2012, the Office of Law Enforcement Assistant Special Agent in Charge (ASAC) Team, authorized under Chief's Directive-A23 (CD-A23), tasked the Firearms Committee, authorized under 442 FW 1, 1.12 A, to produce a recommendation for standard ammunition for use by Service special agents. The Office of Law Enforcement, Firearms Committee recommended the ammunition Federal Premium LE13200 FLITECONTROL Wad, 12 gauge, 2.75 inch, 9 pellet, 00 buckshot and Federal Premuim LE127RS, 12 gauge, 2.75 inch 1 ounce slug manufactured for Alliant Techsystems (ATK), Inc. as the preferred ammunition for use by Service special agent for duty ammunition and qualifications with the Service shotgun. The ASAC Team accepted the recommendation to make the Federal Premium offered by ATK the standard ammunition for Service special agent shotgun. The Federal Premium FLITECONTROL wad LE13200 is an innovative shotshell that provides a tighter buckshot pattern available for law enforcement. The copper-plated shot and recoil reduction that, when combined with the FLITCONTROL wad, result in the most dependable and predictable pattern performance available. Tactical also features a solid brass head for reliable function-not brass plated steel that can swell and cause extraction issues. Federal Tactical Shotshell offerings are loaded with the unique and famous, Basic-Lead Styphnate 202 primer. Federal Premium Tactical Buchshot is offered in reduced recoil 9 pellet, 00 buckshot. The Federal Premium Rifled Slug LE127RS is a reduced recoil tactical slug featuring Federal's 1 ounce Hydra Shok slug. The Hydra-Shok slug excels through standard FBI test protocols, providing dynamic expansion without over-penetration. The blue hull of the slug round provides for easy visual identification. Federal Cartridge Company is the sole source manufacturer of the shotgun rounds. Purchasing directly from the manufacturer assures the ammunition meets the Sporting Arms and Ammunition Manufacturers' Institute (SAAMI) specifications and is newly manufactured. Additionally, ordering directly from Federal Cartridge Company ensures that the large quantities needed to supply enough ammunition for the agents can be met and will minimize the number of lots in case of a recall and quality control perspective.
