Treasury Threat Financial Investigations and Analysis

THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. The purpose of this notice is to gain knowledge of potential vendors capable of providing contractor support to assist the Department of the Treasury (Treasury), Office of Terrorism and Financial Intelligence (TFI). The Government anticipates a competitive renewal of an Indefinite Delivery Indefinite Quantity (IDIQ) award with a one-year base period plus (4) one-year option periods. Treasury requires expert support to assist TFI and Treasury programs and initiatives and counter-financial crimes efforts. TFI marshals the department's intelligence and enforcement functions with the twin aims of safeguarding the financial system against illicit use and combating rogue nations, terrorist facilitators, weapons of mass destruction ("WMD") proliferators, money launderers, drug kingpins, and other national security threats. Subordinate to TFI are: (1) The Office of Foreign Assets Control (OFAC), which administers and enforces economic and trade sanctions based on US foreign policy and national security goals against targeted foreign countries and regimes, terrorists, international narcotics traffickers, those engaged in activities related to the proliferation of weapons of mass destruction, and other threats to the national security, foreign policy or economy of the United States (U.S.). OFAC acts under Presidential national emergency powers, as well as authority granted by specific legislation, to impose controls on transactions and freeze assets under U.S. jurisdiction. (2) The Office of Intelligence and Analysis (OIA), whose mission is to support the formulation of policy and execution of Treasury authorities by providing: 1) expert analysis and intelligence production on financial and other support networks for terrorist groups, proliferators, organized crime, and other key national security threats; and 2) timely, accurate, and focused intelligence support on the full range of economic, political, and security issues. (3) The Office of Terrorist Financing and Financial Crimes (TFFC), which works across all elements of the national security community - including the law enforcement, regulatory, policy, diplomatic and intelligence communities - and with the private sector and foreign governments to identify and address the threats presented by all forms of illicit finance to the international financial system. (4) The Financial Crimes Enforcement Network (FinCEN), which has the mission to enhance U.S. national security, deter and detect criminal activity, and safeguard financial systems from abuse by promoting transparency in the U.S. and international financial systems. (5) The Treasury Executive Office for Asset Forfeiture (TEOAF) which has the mission to affirmatively influence the consistent and strategic use of asset forfeiture funds by participating agencies to disrupt and dismantle criminal enterprises The Treasury requirements are summarized in the following categories: Sanctions Investigation Support, Sanctions Enforcement Support, Transaction Licensing Support, Sanctions Compliance and Evaluation Support, Financial Community Outreach Support, Sanctions Policy Support, Freedom of Information Act (FOIA) Request Processing, Sanctions Financial Forensics Support, Analysis and investigation of compliance with the Bank Secrecy Act, and Intelligence Research and Analysis Support. This notice is an attempt by the Government to perform market research to identify potential sources within the market. The Contractor shall provide services to support TFI and other Treasury programs and initiatives. The Treasury requirements are categorized for the purpose of characterizing required services and/or functionality. Specific work will be identified in individual task orders, which may include discreet services or functionality from one or more of these categories. Examples of anticipated deliverables are provided as follows; however, actual deliverables shall be defined in task orders. The Treasury's overarching requirements for this contract include: 1) researching, analyzing, and documenting complex financial, trade, and other business activities; 2) assisting with the development of extensive administrative records documenting the basis for designation as a Specially Designated National; 3) support for investigations of possible violations of the sanctions programs administered by Office of Foreign Assets Control (OFAC); 4) recommending appropriate action in response to such apparent violations; 5) supporting the creation of draft financial regulations relevant to the financial sanctions program; and, 6) analyzing complex financial and business records to support federal investigations and prosecutions. RESPONSE REQUIREMENTS: Interested vendors are invited to submit their Statement of Capability (SOC). The SOC must contain a cover letter including the company name, address, telephone, facsimile, email address, and business classification as established by the U. S. Small Business Administration (SBA). An interested vendor must identify: (1) Its applicable GSA Schedule number (if product is available on FSS). (2) Its business size and all small business concern(s) for which it qualifies. (3) Its capability to provide contractor support with the required clearances to include, but not limited to, Top Secret security clearance with access to Special Compartmented Information (SCI). (4) Its capability to provide contractor support with a minimum of three (3) years of experience in financial intelligence investigations, analysis and enforcement with experience in supporting all relevant laws, regulations, and orders relevant to the above requirements. The North American Industry Classification System (NAICS) Code is 541611 for ADMINISTRATIVE MANAGEMENT AND GENERAL MANAGEMENT CONSULTING and the Small Business Size Standard is $15.0M.
