National Centers for Environmental Information (NCEI) Western Regional Weather Records Center (WRWRC)
The National Oceanic and Atmospheric Administration (NOAA) is seeking services for the National Centers for Environmental Information (NCEI) Western Regional Weather Records Center (WRWRC). This work supports the National Environmental Satellite, Data, and Information Service (NESDIS) in providing access to global environmental data. The WRWRC acts as a link between NCEI and regional users, converting satellite, radar, and paleoclimate data into specific products. The contractor will manage regional engagement, identify user requirements, and move new software or tools into NCEI operations. This is a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period from 2026 to 2031. The service area covers the Western Region, including Alaska, Hawaii, California, and several other western states and Pacific territories. The contractor must maintain a physical presence within this region. Task Order 1, awarded with the IDIQ, covers base services and stakeholder engagement focused on water, wildland fire, coastal/ocean issues, and extreme precipitation. Amendment 0001, issued June 9, 2026, extended the proposal deadline to June 26, 2026, and provided responses to industry questions. This amendment also updated the RFP, the Past Performance Questionnaire, and the Standard Operating Procedure (SOP) for Operational Readiness Reviews. These updates allow for more labor category flexibility in the pricing matrix and require oral presentation slides in PowerPoint format. Additionally, the government updated the sexual harassment training clause to NAM 1330-52.222-70. NOAA is seeking a contractor to manage the Western Regional Weather Records Center (WRWRC) for NCEI. The center translates global environmental data into products for regional…
