The Office of the Comptroller of the Currency (OCC) issued this pre-solicitation notice under solicitation number 2031JW26N00008 to conduct market research for its upcoming Hotel Occupancy for Conferencing and Lodging (HOCL) requirement. This support is intended for the Uniform Commission Examination Program and is classified under NAICS 721110 Hotels (except Casino Hotels) and Motels and PSC V231 TRANSPORTATION/TRAVEL/RELOCATION- TRAVEL/LODGING/RECRUITMENT: LODGING, HOTEL/MOTEL. The agency is seeking large hotel properties located in either the Dallas-Fort Worth Metroplex or the Chicago Metropolitan area, specifically excluding third-party agents or management firms. While the requirement is unrestricted, the OCC anticipates a single-award contract with a five-year performance period based on best value to the government using Federal Acquisition Regulation Subpart 13.5 procedures.
The HOCL scope includes lodging and conferencing support such as high-speed internet, food and beverage services, and dedicated storage space. The contractor must provide various conference rooms configured for specific functions, including individual testing rooms, panel meeting areas, and dedicated administrative spaces. Documentation for this requirement includes 18 attachments, featuring specific room layouts, a non-disclosure agreement, a certificate of data return-destruction, and a questions and answers worksheet. Anethra Facione is the designated point of contact for this notice, which has a response deadline of March 26, 2026.
The agency conducted a virtual presolicitation conference on March 31, 2026, to discuss the scope of work, key personnel deliverables, and lessons learned from previous hotel conferencing contracts. This event also highlighted areas of risk and liability, such as data breaches, vendor-related accidents, and indemnification clauses. To facilitate market research, the OCC released draft solicitation documents and encouraged eligible hotel representatives to pre-register and submit registration attachments. This information gathering phase is intended to refine the acquisition strategy and promote information exchange prior to the release of a formal solicitation.
