A determination to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
PSNS and IMF Contracting Office (Code 400) will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. All documents submitted will not be returned. The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) issued this special notice of intent to award a sole-source, firm-fixed-price contract to Huntington Ingalls Industries (HII) / Newport News Shipbuilding. The requirement is for the procurement of six critical reactor plant inner assemblies to be delivered to Bremerton, Washington. This acquisition is identified under solicitation number N4523A60977033 and is classified under NAICS code 336611 Ship Building and Repairing and PSC 6150 Miscellaneous electric power and distribution equipment. No set-aside is assigned to this action (NONE; explanation: NONE), and the government expects to finalize the award in June 2026.
The procurement is conducted under the authority of FAR 6.302-1 because Huntington Ingalls Industries is the original equipment manufacturer and the sole owner of proprietary drawing 302-4363863 (Rev AA). HII is currently the only source qualified to perform the mandatory NAVSEA MIL-S-901C Grade A Hi-Shock testing required for these specific reactor plant components. The government has determined that qualifying an alternate vendor would result in a substantial duplication of costs and cause unacceptable schedule delays to the fleet.
Although this notice is not a request for competitive quotes, interested parties may submit clear and convincing documentation of their capabilities to purchasing agent Carolyn George. Capability statements must be submitted via email by June 10, 2026, at 1:00 PM Pacific Time. Information received will be used to determine if a competitive procurement should be conducted, though the decision to compete the requirement remains solely within the discretion of the government. Prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award.
