R--SOLE SOURCE - TRAINING AND TECHNICAL SUPPORT

Naval Surface Warfare Center Crane Division plans to enter into an Indefinite Delivery/ Indefinite Quantity (IDIQ) contract for a maximum six month performance with Scientific Applications International Corporation (SAIC), 10260 Campus Point, San Diego, CA 92121. It is anticipated that Fixed Price Level of Effort (FPLOE) task orders will be issued as required for a continuation of training and training support of classroom training, equipment maintenance on Small Arms Weapons, Ground Based Operational Surveillance System (GBOSS) and Night Vision Devices, Joint Counter Radio Electronic Counter-measures (JCREW), Remote Operated Small Arms Mounts (ROSAM), SEA Protector MK50, 30MM Gun System MK46, Coast Guard VAS systems, and Naval Expeditionary Combat Command small craft and support systems. This support will include report generation, logistics documentation, training plan development and updates, training curriculum/documentation development and update, technical manual development and updates, maintenance documentation development and updates, development of presentation material and newsletters, system maintenance/troubleshooting and software development and updates for classroom training equipment. It will also include the development of computer based training media for use in an E-Learning environment and Instructor training for sponsors as requested. This effort will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is to prevent an unacceptable lapse in the technical support of critical systems. This requirement plays a central role in the Navys combat mission. Any interruption in deliveries and support of these critical projects would result in reduced warfighter effectiveness due to loss of full mission capability. SAIC is the only vendor capable of continuing to provide the Navy with uninterrupted training and technical support on the required systems. A formal solicitation will not be issued. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed effort based upon responses to this notice is solely within the discretion of the Government.
