SOURCES SOUGHT – REQUEST FOR INFORMATION for Electro-Magnetic Gradiometer Sensing System Hardware (EMG-SSH) Device
The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) is conducting market research to identify sources for the production of an Electro-Magnetic Gradiometer Sensing System Hardware (EMG-SSH) device. This notice seeks information on the availability of vendors to provide a specialized sensing system capable of measurements in the picotesla range between 50kHz and 750kHz. The hardware is intended for detecting and mapping long linear subsurface conductors, following technical specifications in the draft requirements. The USACE ERDC is assessing the market's ability to fabricate the physical and electronic instrumentation and develop software to operate the instrument and store integrated GPS and electromagnetic data. The project also includes procuring peripheral components, such as small tablet computers, Trimble GPS units, and Bren-Tronics batteries, for a complete, man-portable boom system. Responses will help the agency determine competition levels and technical availability before a formal Request for Quote (RFQ) is released. Capability statements and technical responses are due by June 12, 2026. The requirement falls under NAICS code 334519, Other Measuring and Controlling Device Manufacturing, with a small business size standard of 600 employees. USACE ERDC is researching sources for one EMG-SSH device to detect and map long linear subsurface conductors. Fabrication and delivery of one EMG-SSH device sensitive within the 50kHz to 750kHz range.

The purpose of this Request for Information (RFI) is to obtain availability of vendors and to determine interest in participation before a Request for Quote (RFQ) is released for the required item.
Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. If a solicitation is released, it will be synopsized on the SAM.gov website. It is the responsibility of the potential offerors to monitor this site for additional information or changes pertaining to this requirement.
Respondents are requested to review the attached DRAFT DOR and submit responses to the following:
(1) Company name,
(2) Address,
(3) Point of Contact, business title,
(4) Telephone number,
(5) Email address,
(6) Company Cage Code,
(7) Primary NAICS,
(8) Business Size, i.e., Large, Small (if small, state your category).
(9) Current Registration in SAM,
(10) Webpage address.
2. Answer the Following Questions: All interested contractors (both large and small) are requested to provide written responses to the questions below. A response to this RFI is necessary in order to assist ERDC in determining the potential levels of interest, adequate competition, market availability and technical capabilities within the Large and Small Business Community to provide the required item.
Question #1: Does your company have the capability to fabricate the instrumentation (physical, electronic) as described in the DoR? If not, please explain why not.
Question #2: Does your company have the capability to develop and provide software to both operate the instrument and store the combined GPS and EM data as described in the DoR? If not, please explain why not and state which aspect cannot be provided.
Question #3: Does your company have the ability to obtain all the requested peripheral components as described in the DoR (small tablet computer, GPS, Stand-Alone computer, etc.)? If not, please explain why not and state which of the requested peripheral components that your company cannot provide.
3. Capabilities Statement: A description of capabilities in fabricating and providing 1) the minimum required capabilities described in the DRAFT DOR. and 2) Experience with radio frequency electromagnetic sensing systems, methods and approaches in subsurface characterization in general and also specifically as described in the DOR. Previous procurement information, including contract numbers and customers, is recommended.
4. Business Status (based on NAICS 334519, Other Measuring and Controlling Device Manufacturing): Please indicate the business status of your company (Socio-Economic Factors: 8(a), HUBZone, Service-Disabled Veteran-Owned Business, Small Disadvantaged Business etc.).
Interested vendors must provide the above information no later than 12:00 PM Central Standard Time (CST) on 12 June 2026. Responses must be emailed to Janalyn Dement at [email protected].
