2.0 Description of Information Requested
TCSC Acquisition Services is requesting information regarding the respondents’ capabilities in providing the aforementioned required.
2.1 Technical Requirements
In support of their mission, CFIUS requires a subscription to a commercial-off-the-shelf product that aggregates and standardizes financial transaction and ownership data, with a full suite of analytical metrics and capabilities, for public and private companies worldwide. This product must offer data on company financials (including detailed financial statements and historical data for trend analysis) and ownership and corporate structure (including shareholder data and corporate hierarchies), and support entity screening (by geographic area, industry, size, financial metrics). Additionally, key features the product must include are:
• The ability to access in-depth information on intellectual property (IP) and patents, including patent-related litigation and mergers and acquisitions (M&A) activity, and to track changes in IP and patent ownership over time.
• Detailed company reporting and risk metrics incorporating information regarding: companies’ financial health, overall health of companies in a specific country, potential vulnerabilities, shell company risk and abnormalities, cybersecurity strength, sanctions applicability, and adverse media exposure.
• Identification on whether a company ultimately is owned by a state-owned entity.
• Provision of news intelligence and reporting, including negative news reporting, on companies from a broad array of global sources, including non-English language sources.
• Provision of solutions that draw on and link between an expansive assortment of highly accurate, varied datasets.
• Detailed information on contracts a company holds with government entities.
• Analysis on overall company shareholder control and power, with consideration for voting rights and direct and indirect company ownership.
This subscription would serve 20 named users within 2 concurrent user accounts for the Department of the Treasury and other member agencies of CFIUS.
INSTRUCTIONS AND RESPONSE GUIDELINES
Responses to this Sources Sought may be provided through a capabilities statement which shall include the information listed in 2.0. This Sources Sought is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Treasury to issue a request for proposal or award a contract. Treasury does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. Contractors responding to this Sources Sought should submit the information necessary for the Treasury to make a determination that the source is capable of satisfying the Government’s anticipated need. Treasury reserves the right to contact individual companies for additional information. This notice does not obligate the Treasury to provide acknowledgment or receipt of all responses received resulting from this notice. Should such a requirement materialize, no basis for claims against the Treasury shall arise as a result of a response to this Sources Sought or the Government's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.
