(a) Agencies may contract without providing for full and open competition under authorities specified in this section (see 10 U.S.C. 3204 and 41 U.S.C. 3304). RFO 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The authority permitting the use of noncompetitive procedures is 10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1).
In order to comply with RFO 5.101(c)(4)(vii), the reason for lack of competition is as follows:
The AD CTF requires 40 Gb Internet connection to meet test mission needs. This Spectrum contract replaces current Internet service (Interim solution) where government furnished equipment is utilized. Spectrum provides Spectrum owned and managed equipment. Spectrum will be responsible for providing all equipment and its maintenance during the lifespan of this contract. Internet service will be provided to the following facilities: 3920A, 3920B, 156B, 156C/D, 156E, 156F, 156G, 310. This will be an options contract consisting of one base year + 4 option years.
Previously there were 3 approved commercial Internet vendors. The security requirements to allow commercial Internet revealed only Spectrum, AT&T, and Lumen were qualified to provide this service based on those requirements. Recently those requirements and approval process have been modified and only Spectrum has completed the necessary work to be approved. To allow more commercial Internet companies would require a massive collection of information from each vendor and approval from the Security Controls Assessor for every company. The duplication of costs would be approximately $7000 per vendor, for the security checks along with the cost of the vendors to lay thousands of feet of fiber.
FAR 52.225-3, Buy American–Free Trade Agreements–Israeli Trade Act, FAR 52.225-5, Trade Agreements, and FAR 52.225-11, Buy American-Construction Materials under Trade Agreements, or FAR 52.225-23, Required Use of American Iron, Steel, and Manufactured Goods-Buy American Statute-Construction Materials under Trade Agreements do not apply to this acquisition.
There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement.

The United States Air Force Test Center, Directorate of Contracting (AFTC/PZZG), intends to issue a firm-fixed-price, sole-source contract to Charter Communications Operating LLC, also known as Spectrum, to provide a 40 Gb internet connection at Edwards Air Force Base, California. This requirement supports test mission needs across multiple facilities, including 3920A, 3920B, 156B, 156C/D, 156E, 156F, 156G, and 310. Spectrum will be responsible for providing and maintaining all owned equipment, replacing an interim solution that utilized government-furnished equipment. The anticipated contract structure includes a one-year base period with four one-year options, with an expected award date of May 29, 2026.
This acquisition is being conducted under the authority of 10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1), as Spectrum is currently the only approved vendor meeting the security requirements for commercial internet at this location. Although three vendors were previously qualified, recent modifications to security approval processes have resulted in Spectrum being the only provider to complete the necessary certification. The government has determined that qualifying additional vendors would involve significant duplication of costs for security checks and infrastructure installation. This requirement is categorized under NAICS 517112 Wireless Telecommunications Carriers (except Satellite) and PSC DG11 IT and Telecom - Network: Satellite Communications and Telecom Access Services.
There are no formal solicitation documents for this action, and no small business set-asides apply. However, interested vendors that can demonstrate the technical capability to meet these requirements may submit a complete technical package for government consideration by the May 20, 2026, response deadline. Submissions must be sent to the contract specialist, Paola Diaz, under solicitation number F1S0AN6107A001. Three attachments are available providing instructions and process details for becoming an approved vendor at Edwards AFB. All respondents must be registered in the System for Award Management (SAM).
