This procurement is for a SMALL BUSINESS SET ASIDE. The Bureau of Land Management (BLM), Oregon State Office intends to issue a Request for Proposal for a firm fixed price indefinite delivery, indefinite quantity (IDIQ) commercial items services contract for cultural resource inventory and evaluation services in the Spokane and Vale districts, located in eastern Washington and eastern Oregon. The performance period will commence from the date of award to include a one-year Base and 4 one-year options. The total maximum value of the IDIQ is $990,000.00, including options. The minimum guarantee quantity for the IDIQ, including options, is $20,000.00. The NAICS code is 541720, Research and Development in the Social Sciences and Humanities and the small business size standard is $19M. The basis of award will utilize the best value continuum -- lowest price technically acceptable source selection process in accordance with FAR subpart 15.101-2 to result in an award to the responsible offeror pursuant to FAR subpart 9.1. The technical/non-price evaluation factors are Past Performance, Technical Capabilities and Quality Control Plan where technical/non-price evaluation factors, when combined, are significantly more important than Price. The solicitation is anticipated to be issued on or about August 16, 2012.
