Intent to Award a Sole Source Modification to Nuclear Regulatory Commission (NRC) FAIMIS Support IDIQ Contract

The U.S. Nuclear Regulatory Commission intends to issue a sole-source modification to the FAIMIS Support IDIQ contract (31310023D0003) with CGI Federal Inc. to increase the maximum contract ceiling. This action supports continued operations, maintenance, modernization, and integration for the agency’s Financial Accounting and Integrated Management Information System (FAIMIS), which utilizes the proprietary Momentum ERP platform. The required work involves unanticipated requirements for GO.gov travel system integration, Fee Billing Engine updates, and STAQS–FAIMIS interoperability enhancements. Performance takes place in Rockville, MD, under NAICS 541519 Other Computer Related Services and PSC R710 SUPPORT- MANAGEMENT: FINANCIAL.

The government has identified CGI Federal Inc. as the only responsible source capable of fulfilling these requirements without causing unacceptable delays, duplication of cost, or operational risk due to the agency-specific customizations and proprietary architecture developed by the contractor since 2012. This modification is pursued under the authority of FAR 6.103-1 to maintain continuity of financial management operations while the agency develops a long-term acquisition strategy. There is no set-aside for this action, and the NRC does not intend to compete the requirement.

Interested parties may submit capability statements to the point of contact, Sibel Goldfeiz, by the response deadline of March 31, 2026. Submissions must demonstrate the ability to perform the work without disruption and prove access to the proprietary Momentum ERP architecture and the technical knowledge necessary for the NRC’s customized environment.
