Please identify the page and section of the solicitation to which your question refers. Questions are to be submitted no later than 10:00 AM Eastern Time, June 21, 2023. This combined synopsis/solicitation is prepared in accordance with FAR Part 12.603 Streamlined Solicitation for Commercial Services, in conjunction with the policies and procedures for solicitation, evaluation and award as prescribed in FAR Subpart 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2023-04. This Best Value procurement is unrestricted, full and open. The NAICS Code is 541330 Engineering Services, with a small business size standard of $22.5 million. FCC contemplates the award of a firm-fixed-price (FFP) indefinite delivery / indefinite quantity (IDIQ) single award task order contract (SATOC) under FAR Part 16.5 with a total contract capacity of $3M and a minimum guarantee of $20,000. The ordering period will be a base period of one-year with two (2) one-year option periods. Contract Line Items: This IDIQ contract will contain separate contract line item numbers (CLINs) for labor (by labor category) and material, travel, and special projects. This requirement and associated CLINs are provided in a separate document labeled, Attachment 2 FCC Drive Testing IDIQ Pricing Schedule. System for Award Management: By submission of a proposal, the Offeror acknowledges the requirement that prospective awardees must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this proposal. Lack of registration in the SAM database will make an Offeror ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or at: http://www.sam.gov. Period and Place of Performance: The IDIQ contract will contain a three-year ordering period. For planning purposes, work on Task Order One is estimated to begin in August 2023. The location of work performed hereunder shall be stated in the individual Task Orders.
