Repair Naval Reserve Center Building 3370 - FA4418-26-R-00013
The 628th Contracting Squadron at Joint Base Charleston is seeking proposals for the renovation of Naval Reserve Training Facility Building 3370. This project, identified as DKGV 1137999, focuses on replacing HVAC equipment to resolve mold and humidity issues in a facility that supports up to 250 personnel during training periods. The work includes installing new rooftop units, electrical support, and duct smoke detectors, as well as restoring interior finishes like ceiling tiles and paint. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside resulting in a firm-fixed-price contract. Additional requirements include mold abatement based on a hazardous materials survey, repairing a plumbing sewer line for positive drainage, and implementing cybersecurity protocols for facility control systems. The performance period is 302 days, covering mobilization, submittals, and construction. Amendment 0001 recently added an asbestos and lead paint inspection report and the pre-proposal conference sign-in sheet, which detail environmental constraints such as asbestos-containing exterior caulking and lead paint on exterior doors. The scope focuses on replacing HVAC rooftop units and installing a system to resolve humidity issues. Work includes mold remediation, interior finish restoration, and repairing a sewer line to ensure positive drainage. The project also requires electrical upgrades and cybersecurity for control systems. The project involves a mechanical and environmental renovation of Building 3370 at Joint Base Charleston. The primary goal is to replace failing HVAC rooftop units to eliminate high humidity and mold growth. The facility remains operational, supporting 25 daily staff and up to 250 personnel during reserve training weekends.
