These teleradiology services for the purpose of medical screening of TB through digital chest X?rays as well as the routine care of illness and injury through other digital radiographs of the body as practicable with plain film radiography. Services will include Teleradiology equipment purchase, installation, maintenance, and technical support, Teleradiology onsite equipment training to all designated staff, X?ray interpretation, consultation, reporting, and storage of images offsite. Other routine digital radiographs may include skeletal films, acute abdominal series etc. The procurement will be a Service-Disabled Veteran Owned Small Business (SDVOSB) Set-aside. The solicitation is expected to be posted around 14 April 2021. This procurement is expected to award one (1) Indefinite Delivery Indefinite Quantity (IDIQ) with firm-fixed price unit prices. The IDIQ will have a one (1) year base period of performance and four (4) one-year option periods of performance. There will be a maximum 90-day transition period during the base period. This requirement will be in two phases. Phase I may evaluate the offerors Corporate Experience. Phase II may evaluate Technical/Management plan/Transition plan/Past Performance and price/cost proposals. The instructions for this phase will be provided in the RFP. The aforementioned evaluation factors and Phases are subject to change in the final posted solicitation. The Government is providing this synopsis early with the understanding that prospective offerors will use this time to plan their respective proposals. The Government anticipates the due date for Phase I to be approximately two weeks from the date of issue of the formal Request for Proposals. Phase II is anticipated to take place approximately two weeks after receipt of Phase I proposals. However, prospective offerors should be aware that the procurement timeline remains subject to change by the Government based on mission needs and other factors. This notice does not constitute a request for proposal, request for quote, invitation for bid. The intent of this notice is to provide the pre-solicitation notice required by FAR 5.2, Synopsis of Proposed Contract Actions, in preparation for the release of the Request for Proposal (RFP). This synopsis does not commit the Government to pay, and the Government will not pay, any costs or expenses incurred by any prospective offeror in connection with the preparation or submission of an offer, including information required for an environmental assessment, or in making studies, designs or other taking other actions for the preparation thereof, nor does this synopsis commit the Government to contract for services or supplies.
