Department of Commerce (DOC) Cloud Services Provider Vehicle Strategy

The Department of Commerce (DOC) has issued this special notice to outline its procurement strategy for a Cloud Vehicle Blanket Purchase Agreement (BPA). This 10-year vehicle, with an estimated value of $4.105 billion, is designed to provide native hyperscale cloud services across the Department. Due to specialized technical requirements—including compute elasticity exceeding 25,000 concurrent vCPUs, proprietary 100+ Tbps global backbones, and specific hardware density for AI/ML and weather modeling—the Department is utilizing a Direct-to-CSP approach. This strategy limits eligibility to Original Equipment Manufacturers (OEMs) acting as the Cloud Service Provider (CSP) to ensure direct engineering support and mission success.

The acquisition is being executed via GSA eBuy under the authority of GSAR Subpart 538.71. Participation is restricted to authorized contractors holding a GSA Multiple Award Schedule (MAS) under North American Industry Classification System (NAICS) code 518210, which covers Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services.
