Notice of Intent to Sole Source Peace Corps' Marketing Campaign 2026-2029

The Peace Corps Office of Acquisition and Contract Management (OCFO/ACM) issued this special notice of intent to award a sole source, logical follow-on Blanket Purchase Agreement (BPA) for marketing, communications, website, and advertising production services. The requirement supports the agency’s national-level Integrated Marketing Campaign and is essential for the creative development, production, and deployment of outreach activities and volunteer recruitment. The planned BPA includes a base year and two one-year option periods with an estimated total value of $30 million. The Peace Corps is pursuing a strategic goal of placing 8,000 volunteers by 2030, making continuity of national marketing operations essential to its mission. Because the incumbent contractor is currently developing the approved 2027 national campaign, the agency determined that a new contractor would require six to 12 months of onboarding and discovery, leading to unacceptable delays, substantial duplication of costs, and significant disruption to recruitment activities.
