The purpose of this amendment to the previously advertised synopsis for BOA RFP W52P1J-15-R-0059, issued on January 29, 2015, is to add or revise the requirements listed below. All other requirements provided in the original synopsis that are not mentioned herein remain as originally provided. 401st AFSB (less Afghanistan): The United States Army Sustainment Command (ASC) has a requirement to support the 401st Army Field Support Brigade (AFSB) throughout the Southwest Asia (SWA) Theater of Operations, less Afghanistan. Requirements currently identified include support to Army Field Support Battalion-Kuwait (AFSBn-KU) and the Army Field Support Battalion-Qatar (AFSBn-QA). However, during execution additional requirements may emerge throughout the 401st AFSB footprint (not including Afghanistan). The contractor will provide logistical support including, but not limited to, the following functional areas: maintenance on tactical and non-tactical equipment; transportation functions; supply operations; property accountability; ammunition supply and management operations. This support will require one prime contractor to support all locations. The contractor will provide the AFSBn-KU, and its supported units, direct support to the Army Prepositioned Stock (APS)-5 Armored Brigade Combat Team (ABCT) equipment set; Infantry Brigade Combat Team (IBCT) equipment set; Theater Sustainment Stocks (TSS); Sustainment Brigade (SB) equipment set; theater retrograde operations; and In Theater Maintenance (ITM) to units operating in the Army Forces Central Command (ARCENT) AOR. AFSBn-KU operations are currently conducted at Camp Arifjan, Kuwait. The contractor will provide the AFSBn-QA, and its supported units, direct support to the Army Prepositioned Stock authorizations of the Fires and Sustainment Brigades (BDE) and 13 Operational Projects Stocks. The AFSBn-QA and this effort will also serve the Area Support Group-Qatar (ASG-QA), U.S. Army Medical Materiel Agency (USAMMA), US Army Medical Materiel Center-Southwest Asia (USAMMAC-SWA), Air Defense Artillery (ADA), Joint Tactical Ground Stations (JTAGS), and 12 Missile Defense Detachment (MDD). AFSBn-QA operations are currently conducted at Camp As-Sayliyah, Al Udeid Air Base (AB), Falcon 78, and Masaeeid Port in Qatar. The Government anticipates this requirement will be issued on an unrestricted basis to all BOA holders. A Secret facility clearance is mandatory. The estimated release date of the RFP is Sep 15, with a closing response date approximately 30 days after the release. The estimated task order award is 4th Quarter FY16. The United States Army Reserve Command (USARC): The USARC requirement has been renamed as quote mark Materiel Management quote mark . Contractor will be required to provide professional logistics support in order to execute its materiel management, accountability, asset visibility and redistribution. The effort, primarily located at Ft Bragg, will support Army materiel management requirements throughout the Continental United States (CONUS) and Puerto Rico. Travel in and among the various locations will be required. Specific support required will include general materiel management, property accountability, and supply discipline, and will involve the lateral transfer and turn-ins of property between units. The Force and Asset Search Tool (FAAST) and the Decision Support Tool (DST) will be used for this effort. The contractor will be required to supply all incidental support for the effort and for the use of FAAST. The contractor may be required to conduct data cleansing steps to ensure that all data elements within existing Sustainment Information Systems (SIS) are correct and will not cause critical-failure errors with Global Combat Support System-Army (GCSS-Army) after data migration, as determined by the Logistics Support Activity (LOGSA) Enterprise Data Management Office (EDMO) and Program Manager (PM) GCSS-Army Direct Supportable Unit (DSU) The contractor shall comply with requirements and operation of applicable Logistics Information Systems (LISs)/legacy systems as outlined in the Performance Work Statement (PWS). The estimated release date of the RFP is Feb FY 16, with a closing response date approximately 30 days after the release. The estimated task order award is 4th Quarter FY 16. This requirement will be issued as a 100% Small Business Set Aside. Fort Carson, CO: This task order was previously synopsized on BOA 5 and executed on 27 June 2014. Please note the following changes have been made to the existing requirement: estimated release date of the RFP is Nov FY15, with a closing response date approximately 30 days after the release. The estimated EAGLE task order award is 3rd Quarter FY16. HMMP: The EAGLE Hazardous Material Management Program (HMMP) requirement has been renamed as quote mark Hazardous Material Supply Operations (HMSO) quote mark .
