The U.S. Department of Housing and Urban Development intends to award a sole source Blanket Purchase Agreement to Equifax under solicitation number 86614623Q00015. This requirement provides the agency with access over a five-year performance period to raw archived credit data, which is integrated with Federal Housing Administration (FHA) borrower and loan data to evaluate scorecard performance and update mortgage scorecards as new data becomes available. The data further enables the department to assess changes in the distribution of insurance risk for FHA-insured mortgages. This procurement is classified under NAICS 561450 Credit Bureaus and PSC R611 SUPPORT- ADMINISTRATIVE: CREDIT REPORTING.
The department identified Equifax as one of the three nationwide credit repositories capable of providing the historical archived credit data necessary to correspond with the FHA TOTAL Mortgage Scorecard algorithm and comply with Fair Credit Reporting Law regarding depersonalized data for modeling. While the government intends to proceed with a sole source award under the authority of FAR 13.501(a)(1)(ii), this sources sought notice allows for the submission of capabilities from other entities to determine if a competitive procurement is warranted. Future BPA calls may be issued competitively among the three major bureaus or on a sole source basis depending on the specific credit score calculations required.
Interested parties must submit response materials to the point of contact, Cathy Baker, by the deadline of May 20, 2023. Submissions must include the company name, Unique Entity Identifier, and technical evidence demonstrating the ability to provide the specific raw archived data and functionality currently maintained by the nationwide credit bureaus. The government will utilize the information received to determine whether to conduct a competitive procurement, though the final decision remains within the discretion of the contracting officer.
